Created in June 2008, the National Centre of Excellence in Mental Health (NCEMH) reports to the Direction de la santé mentale of the Ministère de la Santé et des Services sociaux (MSSS).

Mission: help advance best practices in mental health
Support the development of quality clinical practices for targeted clients based on the scientific literature (Evidence Based Practices)- Support the implementation and continuous quality improvement of Intensive Case Management (ICM according to the ACT model) and Variable Support (VS) in the community for adults with severe mental illnesses in accordance with the 2005-2010 Mental Health Action Plan
Services for Intensive Case Management (ICM) and Variable Support (VS) teams
The services offered by the NCEMH target managers and staff members of the public and community network who are working to implement ICM and VS programs. These initiatives include:
- Awareness, information and training activities
- Consultation and coaching services
Three guiding principles orient the actions of the NCEMH:
- Patient recovery
- Service continuity
- Partnership and collaboration with community resources

The NCEMH receives funding from provincial health and social services agencies and the Ministère de la Santé et des Services sociaux (MSSS).
The Centre collaborates with university institutions such as the Douglas Mental Health University Institute, the Hôpital Louis-Hippolyte Lafontaine, and the Institut universitaire en santé mentale de Québec. It also relies on regional responders in mental health from the different health and social services agencies and on clinical supervisors in ICM-VS (Intensive Case Management– Variable Support) wherever these staff members are available.
